【原创】Recently a series of reports appeared online in the United States and the United Kingdom lamenting(叹息) the “Lazy French”. A new labor law in France had apparently banned organizations from e-mailing their employees after 6 p.m. In fact, it turned out to be more a case of “lazy journalists” than “lazy French”: as The Economist explained, the “law” was not a law at all, but a labor agreement aimed at improving health among a group of professionals.
Brits and Americans have long suspected that the French are goofing off(吊儿郎当) while they – the good corporate soldiers—continue to toil away. They are proud about it, too. In the age of the smartphone, there’s no such things as “downtime”(停工期), and we claim that we are happier—and more productive – for it.
Are we, though? After reviewing thousands of books, articles and papers on the topic and interviewing dozens of experts in different fields, I don’t think so. When we are checking business news in bed or responding to co-workers. But, actually, we’re mostly just getting the small, easy things done. Being busy is not equal to being effective.
And let’s not forget about the surrounding play, which often distracts us from accomplishing our most important tasks. Facebook and Twitter report that their sites are most active during office hours. After all ,the employee who’s required to respond to her boss on Sunday morning will think nothing of responding to friends on Wednesday afternoon. Constant connection means that we’re “always at work”, yes, but also that we’re “never at work”—fully.
Some parts of the workforce do rely on constant connection. But others should be given proper breaks. The great technology historian, Melvin Kranzberg, said, “Technology is neither good nor bad, and nor is it neutral(中立的).” That statement should become a real principle of the information age. We must actively decide on our levels of technology engagement at different times to maximize productivity, success and happiness.

Thousands of taxi drivers in Shenyang, Liaoning province, reportedly blocked streets with their vehicles on Sunday in protest against unlicensed vehicles using taxi-hiring apps(打车软件) and apps-based car rental companies providing passenger services, including high-end cars. Although the drivers also complained about the withdrawal of the fuel subsidy by the government, their main complaint was the loss of business because of the rising number of Internet-based car services companies.
On Wednesday, news reports came that Beijing transport authorities will take measures to stop the illegal “taxi business” of private cars through the newly rising Internet apps, following the footsteps of Shenyang and Nanjing.
It is not yet clear how the Shenyang city government will handle the issue and whether it will declare the services offered by market leaders such as Didi Dache, a taxi-hiring app provider backed by Tencent Holdings, and Kuaidi Dache illegal. But Shanghai transport regulators have set a rule, by banning Didi Zhuanche, or car services offered by Didi Dache in December.
Such regulations will cause a setback to the car-hiring companies and investors that are waiting to cash in on the potentially booming business. Just last month, Didi Dache got $700 million in funding from global investors, including Singapore state investment company Temasek Holdings, Russian investment company DST Global and Tencent. Besides, the market is uncertain that Kuaidi Dache is about to finalize its latest round of funding after getting $800 million from global investors.
Regulatory uncertainties, however, could cast a shadow on the future of the Internet-based car-hiring services, which have become popular in most of China’s big cities. To be fair, these companies’ business model is anything but bad. For example, Didi Zhuanche works side by side with established car rental companies to provide high-end car service mainly for businesspeople through the Internet and mobile phone apps.
Every link in this business model chain has legal companies and services. Hence, it is hard to define it as illegal and ban it.

The US will seek to expand its own oil production in an attempt to reduce dependence on imported oil and bring down fuel prices, President Obama says. New contracts for exploration will be signed in non-protected areas of Alaska and in the Gulf of Mexico.
In his weekly speech, the President insisted the US could reduce its need for imported oil and improve safety. Using his speech to tell Americans that he understood their concerns about rising prices, President Obama focused particularly on the price of fuel, which has risen in recent months.
US consumers have historically enjoyed cheap fuel, but have seen prices rise in recent months even though US oil production in 2010 reached its highest level for seven years.
Although the oil spill in the Gulf of Mexico in 2010 was serious, Mr. Obama said the Gulf remained a key part of the country’s future energy supply.

The United Nations says forty million people or so around the world went hungry in 2008, mainly because of higher food prices. Early estimates(估计) from the UN Food and Agriculture Organization (FAO) show that 963 million people did not get enough to eat.

An explosion on Thursday killed one and injured 21 in a busy street in Tongren, Southwest China’s Guizhou Province.

The government of Norway is planning to build an unusual storage center on an island in the Arctic Ocean. The place would be large enough to hold about two million seeds. The average British 22 year-old has more than 1,000 online friends on sites like Facebook, compared to those in their fifties who have fewer than 20, according to a new study.

The deadliest Ebola(埃博拉病毒) outbreak in recorded history is happening right now. The outbreak is unprecedented(空前的) both in the number of people who have gotten sick and in the geographic scope. And so far it’s been a long battle that doesn’t appear to be slowing down.
Ebola is both rare and very deadly. Since the first outbreak in 1976, Ebola viruses have infected thousands of people and killed roughly killed 60 percent of them. Symptoms can come on quickly and kill fast.
The current outbreak started in Guinea sometime in late 2013 or early 2014. It has since spread to Sierra Leone and Liberia, including some capital cities. And one infected patient traveled on a plane to Nigeria, where he spread the disease to several others and then died. Cases have also popped up in various other countries throughout the world, including in Dallas and New York City in the United States.
The Ebola virus has now hit many countries, including Guinea, Liberia, Sierra Leone, Nigeria, Senegal, and the United States. The virus, which starts off with flu-like symptoms and sometimes ends with bleeding, has infected about 6,500 people and killed more than 3,000 since this winter, according to the World Health Organization on September 30, 2014.
There are some social and political factors contributing to the current disaster. Because this is the first major Ebola outbreak in West Africa, many of the region’s health workers didn’t have experience or training in how to protect themselves or care for patients with this disease.

(RAMALLAH, West Bank) — Israel(以色列) freed 26 Palestinian(巴勒斯坦) prisoners early Wednesday, the second of four groups to be released as part of an agreement that started the current Israeli-Palestinian peace talks, which had broken down since 2008. More than 27,000 people from around the UK set off at dawn from London to begin the cycle route through Surrey to the Sussex coast.
The annual 54-mile ride raises money for the British Heart Foundation(BHF) and is Europe’s largest charity cycling event. Cyclists began the exhausting journey at Clapham Common at 6 a. m. , hoping to reach Brighton seafront within an average of six hours.
Money from today's event will help the charity to continue its vital work through heart research and the development of its care and support services. Among those taking part was BBC Breakfast's resident(居民)Dr Rosemary Leonard and several colleagues.
BHF spokeswoman Gemma Cloke said, “It was quite cold this morning, but everyone set off without any problems.” Those taking part range in age from 14 to those in their 70s. Last year cyclists raised£4. 1 million for the charity, and have raised more than£50 million since the BHF became involved in the event in 1980. The first ride was held in 1976. It is hoped this year's fund raising total could reach£4. 5 million. Traditionally regarded as one of the safest planes in the skies, the Boeing 777’s reputation will have been damaged by the second fatal crash in less than a year. There are around 1,000 Boeing 777s in service, and the plane is a long haul workhorse(长途运输的主力), shouldering some of the longest routes. The accident at San Francisco in July was attributed to pilot error which led to the engines being set to idle because he believed the computer would maintain sufficient speed to keep the plane up in the air. But initial reports suggest that Zaharie Ahmad Shah, the 53-year-old Malaysian airlines pilot, was hugely experienced - having joined thecarrierin 1981 and with 18,365 hours in the cockpit under his belt. The BA crash landing, which did not result in any fatalities, was finally found to have been caused by a blockage in the fuel line feeding theengine. Simply put the aircraft had the aviation equivalent of a cardiac arrest because some of the fuel failed to melt and blocked the supplylineat the end of a long flight from Beijing to London, during which the plane travelled through unusually cold airspace over Siberia.
This crash makes people think of the disaster in which 288 people on board an Air France Airbus 330. That plane, another long-haul workhorse, crashed into the Atlantic en-route from Rio de Janeiro in June 2009 killing 228 people. A variety of explanations have been given for the Air France crash, with investigators finding that the plane’s speed sensors were giving an incorrect reading. But with this crash involving a different aircraft, it will take several months before investigators can find out the cause.
